Jindal names Vermilion Parish residents to boards

BATON ROUGE — Gov. Bobby Jindal announced earlier this week appointments to various boards.

Those appointments included some from Vermilion Parish.

Jindal announced the reappointment of Christian Richard, of Kaplan, to the Louisiana Rice Promotion Board.

The Louisiana Rice Promotion Board serves to promote the growth and development of the rice industry in Louisiana by promotion of the production, handling, marketing and utilization of rice.

According to statute, the board is comprised of nine gubernatorial appointments which include: six members who are appointed from nominations by the Louisiana Rice Council, one member who is appointed from nominations by the Louisiana Rice Growers Association, one member who is appointed from nominations by the American Rice Growers Cooperative Association, and one member who is appointed from nominations by the Louisiana Farm Bureau Federation, Inc. Additionally, the members are subject to senate confirmation and the commissioner of Agriculture will serve as an ex-officio member.

Richard is a rice, soybean and crawfish farmer. Richard will be reappointed to serve as a nominee of the Louisiana Rice Growers Association, as required by statute.

Jindal announced appointments to the Chenier Plain Coastal Restoration and Protection Authority.

The Chenier Plain Costal Restoration and Protection Authority is responsible for establishing, constructing, operating, or maintaining flood control works as they relate to hurricane protection, tidewater flooding, saltwater intrusion, and conservation.

According to statute, the board is comprised of nine gubernatorial appointments. Three members must be selected from nominations submitted by the police jury of Calcasieu Parish, three members must be selected from nominations submitted by the police jury of Cameron Parish, and three members must be selected from nominations submitted by the police jury of Vermilion Parish. The appointments are subject to Senate confirmation.

Al Vidrine, of Abbeville, is one of the appointments. Earl Landry is the other local appointment. Vidrine is the General Manager of Omega Protein, Inc. Landry, of Erath, is the Owner of Earl Landry, Jr., an industrial and oil service company. Both will be appointed to serve as a nominee of the police jury of Vermilion Parish, as required by statute.

The other appointments are:

• Kay Barnett, of Lake Charles, is the Executive Director of Development at Christus St. Patrick Hospital Foundation. Barnett will be appointed to serve as a nominee of the police jury of Calcasieu Parish, as required by statute.

• Steve Trahan, of Hackberry, is a Police Juror in Cameron Parish. Trahan will be appointed to serve as a nominee of the police jury Cameron Parish, as required by statute.

• Ted Joanen, of Big Lake, is a biologist and leading authority on alligators for the Department of Wildlife and Fisheries. Joanen will be appointed to serve as a nominee of the police jury of Cameron Parish, as required by statute.

• Ryan Bourriaque, of Grand Chenier, is the Assistant Planner for Cameron Parish Planning & Development. Bourriaque will be appointed to serve as a nominee of the police jury of Cameron Parish, as required by statute.

• Ralph Libersat, of Lafayette, is a senior project manager for Royal Engineers & Consultants. Libersat will be appointed to serve as a nominee of the police jury of Vermilion Parish, as required by statute.

Jindal also made appointments to the Agriculture Finance Authority.

Linda Zaunbrecher, of Gueydan, is a rice farmer. Zaunbrecher will be reappointed to serve as a member nominated by the Louisiana Farm Bureau Federation, as required by statute.

The Agriculture Finance Authority serves to undertake or authorize the completion of studies and analyses of agricultural conditions, the needs relating to the promotion of agricultural exports, and ways of meeting such needs and to make such studies and analyses available to the public and to the agricultural industry.

According to statute, the board is comprised of eight gubernatorial appointments and Commissioner Mike Strain of Louisiana Department of Agriculture will serve as an ex-officio member.

Two members must be selected from the nominations by the Louisiana Farm Bureau Federation, two members must be selected from the nominations by the Louisiana Bankers Association, two members must be selected from the nominations by the President of the Senate, and two members must be selected from the nominations by Speaker of the House of Representatives. The appointments are subject to Senate confirmation.

Other appointments to the Agricultural Finance Authority:

• Richard Mueller, of Covington, is a CPA for Ericksen, Krental & LaPorte, LLP. Mueller will be reappointed to serve as a member nominated by the President of the Senate, as required by statute.

• Bill Waguespack, of Thibodaux, is the Owner and Manager of Crescent Farms of Vacherie, Inc. Waguespack will be appointed to serve as a member nominated by the President of the Senate, as required by statute.

• Marcell Parker, of Pine Grove, is the Vice President of the Louisiana Land Bank. Parker will be reappointed to serve as a member nominated by the Speaker of the House of Representatives, as required by statute.

• Calvin Viator, of Thibodaux, is the Owner of Calvin Viator and Associates. Viator will be appointed to serve as a member nominated by the Speaker of the House of Representatives, as required by statute.

• William Stutts, of Oak Grove, is a rice, soybean and corn farmer. Stutts will be appointed to serve as a member nominated by the Louisiana Farm Bureau Federation, as required by statute.
